Tesla and SpaceX CEO Elon Musk has issued a strong warning to the users of X (Formerly Twitter). He states that anyone using the platform to generate illegal content will face the same consequences as those who upload such materials. However, the statement comes amid growing global scrutiny over the misuse of Grok, especially in generating obscene, sexually explicit, and non-consensual images.
Global officials Warn Against Illegal Content.
The remark of Musk followed a directive from India’s Ministry of Electronics and Information Technology (MeitY), which ordered X to remove all unlawful and vulgar content created using Grok immediately. The government has also warned that failure to act could invite legal action under the Information Technology Act and IT Rules. In addition, the Indian government also cite serious lapses in statutory due diligence.
MeitY, in its formal notice to X, raised alarm over Grok being exploited to create and circulate sexually explicit and derogatory content, including material targeting women and children. Moreover, the ministry described such misuse as a grave violation of dignity, privacy, and digital safety.
After this directive, Musk took his official X account and wrote, “Anyone using Grok to make illegal content will suffer the same consequences as if they upload illegal content.” He responded to concerns about inappropriate images generated by the AI tool.
Similar concerns have also been raised in other countries. French ministers have reported X to the prosecutor and regulators by calling the spread of sexualised AI-generated pictures “manifestly illegal”.
Authorities in both countries signalled stricter oversight because AI-generated content increasingly blurs legal and ethical boundaries.

Investigation Exposes Scale of Abuse

Investigations from Reuters have also highlighted how Grok has been used to digitally undress a real person with the least effort. Julie Yukari, a musician based in Rio de Janeiro, shared the experience with Reuters as the platform altered her picture to create near-nude images without her consent.
Yukari told Reuters, “I was naive”. She explained how her New Year’s Eve photo was turned into explicit AI-generated imagery that spread rapidly across X. Besides this, Reuters also identified multiple cases where sexualised images of children were produced using the same platform. Hence, it has also intensified concern over child safety.
During a 10-minute freview period, Reuters found over 100 public attempts by users asking the AI platform to modify photos into revealing or transparent outfits. Surprisingly, the pictures were mostly of young women. Moreover, the AI fully complied before the requests were later removed.

xAI Responds Amid Backlash

Elon Musk’s AI venture xAI also acknowledged the issue through AI-generated replies by stating it was urgently fixing the problem. The bot repeated that child sexual abuse material is illegal and prohibited. Hence, it warned that companies could face criminal or civil penalties if they fail to prevent such content after being alerted.
On the other hand, the platform has also attracted criticism for dismissing media reports. Moreover, the company stated that those reports are “Legacy media Lies”.

Experts Call Failures “Predictable and Avoidable”

AI safety experts have argued that controversy was foreseeable. Previously, watchdog groups had also warned that the image-editing capabilities of the platform could be used as a nudification tool. Moreover, legal experts note that allowing users to alter uploaded images without consent creates a high risk of non-consensual intimate imagery (NCII).
This AI tool has already faced many controversies, including past incidents involving hate speech and extremist content. Still, xAI continues to secure major collaborations, which highlights the growing tension between rapid AI deployment and platform accountability.
