Dubai Tightens Rules on Ejari Contract: Tenants Must Register All Co-Occupants

Tenants signing up for the Ejari Contracts in Dubai must now ensure that all people residing in their villas or apartments are officially declared because real-estate authorities adopt a zero-tolerance approach to unauthorized shared housing. 

Authorities have started inspections across the residential communities to find unlicensed co-living arrangements. Furthermore, landlords found in violation must face strong penalties because enforcement has become especially strict after recent safety cases. 

Why Full Disclosure Matters in Ejari Contract

The Dubai Land Department (DLD) registers the Ejari in the emirate. Now, these contracts must include details of all residents who stay for one month or longer. In addition, these co-occupants can be registered through the REST app that ensures clarity in tenancy arrangements. 

 A corporate lawyer, Vishal Tinani, has confirmed that the Ejari system issues only one contract per residential unit in the name of the main tenant or landlord. Thus, he said, “Co-occupants are officially registered through the co-occupant registration service of the DLD. If a landlord leases a separate room (with approvals), they can link those subleases to the main Ejari.”

 Licensed Co-Living vs. Illegal Sharing

Dubai allows co-living only for those landlords who hold an official license. On the other hand, the message is clear: “Stop Immediately” for unlicensed shared apartments. 

An industry source confirmed to the Gulf News, “Inspections have intensified in our communities of high-rise communities. Landlords are safe from breaking the enforcement laws.”

Despite the strict regulation, industry data reveals that licensed co-living units have not experienced rent hikes. A Dubai broker said, “Many evictions happened in buildings that allowed partitioning without licenses. Rents for approved co-living options have been stable, even as unlicensed co-sharing limits.”

Co-Living Market in Dubai

  • The rent for shared rooms ranges from Dh800 to Dh2,500 monthly in Al Barsha.
  • Rent prices are between Dh1,100 and Dh2,500 in Deira. However, some studio-like units could cost up to Dh3,000.
  • Popular areas like Business Bay, Dubai Marina, Downtown, JLT, and Al Barsha are seeing co-living options expand at a rapid pace, with the market growing nearly 25% annually.

This surge shows the rising living costs of Dubai and changing lifestyle trends. So, it makes co-living an attractive solution for young professionals and tourists.
