The Abu Dhabi Department of Municipalities and Transport (DMT) has introduced a new regulation for the sales and ownership of special vehicle plate numbers. However, it is overseen by the Integrated Transport Centre (ITC) in coordination with relevant authorities. Hence, this regulation is aimed at providing residents and citizens with a streamlined system for securing and managing distinctive plates.
Clear Classification of Special Vehicle Plate Numbers
Vehicles are classified into two main categories, i.e, special and non-special, under the updated framework. However, we have listed the details related to the special numbers below:
- Single-digit numbers
- Double-digit numbers
- Triple- and four-digit numbers
- Select five-digit combinations
These classifications ensure a wide variety of prestigious options for people looking to invest in or personalize their vehicles.
Full Ownership Rights for Residents and Citizens
Emiratis and expatriates are now allowed to own unlimited numbers of plates. Moreover, they will get the complete freedom to transfer or resell them at any time. In addition, you can also link the plates to a specific vehicle or keep them on record until needed. However, plate prices will continue to differ depending on their level of distinction. So, it ensures the exclusivity associated with the rare numbers in the market.
Updated Transfer Rules for Legacy Plates
The new regulation also addressed previously issued special plates that were registered without formal ownership. However, such plates cannot be sold or transferred or sold unless the proof of ownership is presented. Though an exception has been made for the first-degree relatives, including parents, siblings, spouses, or children, who might inherit or transfer plates in line with processes approved by the ITC.

This move shows the wider vision of Abu Dhabi to improve market clarity and enhance public confidence in the buying and selling of plate numbers.
