KHDA Introduces Stricter Rules for Hiring Teachers in Dubai Private Schools

The Knowledge and Human Development Authority (KHDA) has introduced new rules for hiring teachers in Dubai private schools. However, it is aimed at improving teacher quality and reducing staff turnover. In addition, it will ensure students benefit from a stable and professional learning environment. 

What’s New for Teachers and Principals?

All teachers and principals are now going to receive an Appointment Notice upon joining a school under the updated framework. So, it ensures they are formally dedicated to one institution at one time. However, staff transfer will only be allowed at the end of a term or semester to prevent disruption during the academic year. 

Teachers leaving their roles are required to complete a standardized exit survey to further understand staff turnover. Moreover, the KHDA will use this feedback to identify challenges and improve retention strategies. 

Stricter Rules for Hiring Teachers in Dubai Private Schools

Private schools in Dubai are now required to conduct deep background checks before hiring. Moreover, it will include the following things:

  • At least two references
  • Carrying out police clearance checks from countries where candidates have lived in the past decade, 
  • Reviewing online presence for professional behaviour.

In addition, school principals and members trained in safeguarding and safer recruitment must be included in interview panels. In addition, specialist subjects need input from expert teachers. 

Deregistration Policy: A Key Change

The introduction of deregistration is one of the most important reforms. Suppose a teacher or a school leader is deregistered. In that case, they will be barred from working in any private education institution in Dubai, including schools, nurseries, universities, and training centres. However, the following are the reasons for valid deregistration:

  •  Criminal convictions
  • Child protection violations
  • Gross misconduct or dishonesty
  • Cultural insensitivity
  • Repeated unprofessional social media use

It is important to learn that the dismissal only ends a contract of a teacher with one school. On the other hand, deregistration will permanently block them from the private education sector in Dubai. 

Qualification and Eligibility Standards

Teachers are required to hold the following documents to receive an appointment notice:

  •  Accredited and attested qualifications from recognized universities
  • The valid UAE residence visas
  • A clearance certificate from the UAE and any countries lived in over the past 5–10 years.

Teachers already working in Dubai have until the 1st of September, 2025 (or April 1, 2029 for April-start schools) to upgrade their qualification if they do not meet the standards of the KHDA.
