UAE Showcases Global Leadership in Inclusive Education and Employment For People With Disability

The UAE is setting a powerful example to create an inclusive society for people with disability. In addition, the nation has set a strong focus on education and employment for all people. Moreover, the dedication was highlighted at the 18th World Congress of Inclusion International – “We Are Inclusion 2025”. However, it was hosted for the first time in Sharjah from 15 to 17 September. 

Inclusive Education Framework for  People With Disability

The UAE has created strong legal protection to ensure equal education for all. Moreover,  Federal Law No. 29 of 2006 provides guarantees the right to education for people with disability. In addition, Ministerial Decision No. 647 of 2020 strengthens inclusion in the public and private schools of the country. 

Duaa Mohammed, Supervisor of the Inclusive Education Unit at Sharjah City for Humanitarian Services (SCHS), said, “Inclusive education is not only about simply putting students with disabilities in a classroom. It is about adapting curricula, training teachers, and transforming learning environments so every child can succeed.”

The authorities have also introduced the following initiative to ensure successful education for all:

  • Teacher training to develop skills in differentiated learning and assistive technologies.
  • Tiered support systems offering universal, targeted, and individualized interventions.
  • Parent-community engagement to boost supportive learning ecosystems.

Expanding Inclusive Employment

Apart from education, the UAE is also making steps in employment through campaigns like the Masarat Centre for Development and Empowerment.  These centres have placed more than 350 people with disabilities in jobs across the nation. 

Mohammed Abdul Reda Hussein Shalwani, Head of Employment at Masarat, said,  “Our goal is to empower those people to achieve economic independence. We are helping create a workspace that values diversity through employer engagement, tailored training, and continuous support”. 

Additionally, the center is integrating a smart system to simplify job placement and service agent. Hence, it aligns with the digital transformation agenda of the country. 

A Regional Model for Inclusion

Experts at the congress highlighted that the approach of the UAE combines a legal framework with practical strategies. So, it serves as an excellent model for the wider region. Inclusive campaign strengthens people with disabilities. 

In addition, it benefits society by boosting empathy, innovation, and stronger workforce participation. Dua Mohammed said, “When the workplace accepts inclusivity, everyone wins.  Employers discover unique perspectives and loyalty in employees with disabilities, and society gains a culture of acceptance.”
