Emirates and flydubai partner via a new agreement with the Dubai Department of Finance (DOF) to support the goals of the emirate to become a fully cashless economy. Moreover, the partnership is sealed through the Memoranda of Understanding (MoUs). So, it aims to make digital payments more accessible for millions of international visitors arriving in Dubai every year.
Why Emirates and flydubai Partner Matters
Dubai welcomed more than 18.7 million international tourists in 2024. However, many of those still depend heavily on cash transactions. By motivating digital adaptation, the officials see a significant chance to streamline the visitor experience and boost the Dubai Cashless Strategy of the city, which aims for over 90% digital payments across the government and the private sectors.
What the Partnerships Will Do

The partnership between the Emirates, flydubai, and DOF will focus on the following goals:
- Promoting secure digital payments from ticket booking to the end of a visitor’s stay.
- Expanding payment options across airline websites and mobile apps.
- Encouraging contactless payments and innovative financial tools.
- Running awareness campaigns to educate tourists on Dubai’s cashless services.
Adnan Kazim, Deputy President and CCO of Emirates, said, “We want visitors to enjoy secure and cash-free travel from the moment when they book their flight to when they explore the city”. Similarly, Hamad Obaidalla, CCO of flydubai, added, “This partnership makes digital payments simpler and more accessible for millions of passengers who travel to Dubai every year.”
On the other hand, DOF’s Executive Director, Ahmed Ali Meftah, highlighted that these agreements are going to empower the digital economy in Dubai. Moreover, he said, “Encouraging the digital economy among tourists is an important part of the future economy plans in Dubai”.
Push Toward a Cashless Dubai
The cashless strategy was launched in 2024 under the D33 economic agent of the emirate. However, it is expected to generate more than AED 8 billion yearly. Moreover, it has the following perks:
- Smooth card and contactless payment options across shops, restaurants, and attractions.
- Digital ticketing and spending solutions from airlines and travel partners.
- Educational campaigns to familiarize visitors with local digital systems.
Looking ahead
Emirates and flydubai already manage most of their payment digitally. Moreover, Emirates supports 14 online gateways, and its Skywards loyalty program operates as a fully digital currency. Now, the partners will share expertise, launch pilot programs, explore new incentives, and encourage wider adoption.
