Kerala becomes first state without extreme poverty. The Indian state of Kerala made history by becoming the world’s first region to completely remove extreme poverty from all its areas. Chief Minister Pinarayi Vijayan made his crucial announcement to the Assembly on November 1, 2025, during the Kerala Piravi (State Formation Day) celebration, which marked the 69th anniversary of Kerala becoming a state. The declaration established Kerala as the initial Indian state that eliminated the most severe forms of poverty from its territory.

The Path to Zero Extreme Poverty

The current administration launched a strategic plan at its beginning to achieve the goal of eliminating extreme poverty. The government established this commitment to citizens through their initial cabinet meeting which took place in 2021.

The Poverty Eradication Kerala Model achieved success through its detailed planning which concentrated on finding and supporting the most disadvantaged people in the state.


A Bottom-Up Approach to Identification

The project reached its objectives through its community-driven method which identified families in need for assistance. The Kerala government implemented a survey system which differed from standard top-down methods because it involved complete social participation at every societal level.

The identification process included all the following steps.

  • The program demands MLAs and local body representatives to take an active role in its governance system.
  • The program depends on community volunteers to activate their network of officials and volunteers who will work across different districts.
  • The Kudumbashree Network: The crucial involvement of workers from the state’s formidable women’s self-help group network, Kudumbashree, which played a vital role in reaching and identifying families through collective feedback and local suggestions.
  • The program began its testing phase through pilot implementations in Wadakkanchery Municipality and Anchuthengu and Thirunelli Grama Panchayats before it expanded to become a statewide program. The pledge became possible through a systematic method which ensured all people in Kerala received food and lived without poverty.

Kerala becomes the first state without extreme poverty, the declaration serves as a political triumph which marks the start of a new era for Kerala. As it shows the collective goal to create total social protection and complete human dignity for all citizens.
