Dubai has taken another significant step towards becoming a global hub for knowledge and innovation. Actually, Dubai International Academic City and Dubai Knowledge Park, both part of TECOM Group PJSC, have signed a strategic partnership with the Knowledge and Human Development Authority (KHDA). However, the partnership is aimed at empowering the Dubai higher education sector.
The agreement also supports the Dubai Economic Agenda (D33) and the Education 33 (E33) Strategy. However, both of these strategies aim to position the city as a world-class destination for education, research, and talent development.
Partnership Formalised at The Knowledge Assembly

The signings happen during The Knowledge Assembly. However, it is an event hosted by the KHDA in collaboration with Dubai International Academic City and Dubai Knowledge Park. Moreover, the agreement was formalized in the presence of Her Excellency Aisha Miran, Director General of KHDA, and Abdulla Belhoul, CEO of TECOM Group PJSC. However, it was signed by:
- Dr Saeed Mubarak Kharbash, CEO of Policies, Research and Programmes at KHDA
- Senior Vice President of Dubai International Academic City and Dubai Knowledge Park, Marwan Abdulaziz Janah
Expanding Opportunities for Students and Universities
As part of the partnership, Dubai International Academic City and Dubai Knowledge Park will work closely with KHDA to achieve the following goals:
- Attract international universities and institutions through campaigns such as Study Dubai.
- Strengthen research and innovation by aligning policies with industry needs.
- Boost the career pathways to help students transition smoothly from classrooms to industries.
- Promote entrepreneurship and community engagement with extracurricular programs.
This partnership is focused on giving local and international students a world-class academic experience. In addition, it supports the vision of Dubai to become a leading knowledge economy.
Dubai Higher Education Leadership Network Launched
The launch of the Higher Education Leadership Network is a significant outcome of the agreement. However, the network is jointly developed by the KHDA and TECOM Group’s Education Cluster. Moreover, the platform will perform the following objectives:
- Drive strategic alignment between universities, industry, and government.
- Foster collaboration and thought leadership.
- Support Dubai’s broader economic and social development goals.

The Knowledge Assembly also showcased insights from the leaders representing the following organizations:
