Dubai’s Knowledge and Human Development Authority (KHDA) has introduced new teacher rules that cover a new set of qualifications, experience, and conduct requirements. Moreover, this move is aimed at strengthening staffing in private schools across the emirate.
Notably, the updated framework includes a 90-day restriction for teachers resigning mid-term. However, it is a part of the recently released Technical Guide for Appointing Teaching Staff in Private Schools.
New Qualification Standards for Teachers
Under the new guidelines, all newly hired teachers, including Arabic and Islamic educators, are required to meet the KHDA-approved qualifications and conduct standards. Moreover, existing teachers who remain in their current schools have until September 2028 to comply with these guidelines.
Moreover, schools on an April academic cycle must comply by April 2029. However, the move is created to ensure consistent quality across the diverse education sector of Dubai. So, it makes the teaching recruitment more strong and clearer.
90-Day New Teacher Rules for Mid-Term Resignations
The introduction of the 90-day restriction for teachers and school leaders who resign mid-term, regardless of whether they complete their notice period, is the key change in the new rules.
During this period, they are not allowed to take up a new teaching role at another private school in Dubai. However, those who leave at the end of the term or semester after serving notice will be exempt from this rule.
Additional Measures to Support Schools and Educators

- Mandatory Appointment Notices: Every teacher and school leader must have an Appointment Notice formalising their commitment to a specific school.
- Exit Surveys: Departing educators must complete a KHDA Exit Survey to help track and analyse teacher turnover trends.
- Code of Conduct & Training: All teachers must complete induction training covering safeguarding, inclusion, UAE values, professional ethics, and sign a Code of Conduct.
