MoHRE Takes Action Against 5,400 Establishments for Labour Violations in the UAE

The Ministry of Human Resources and Emiratisation (MoHRE) has intensified its regulatory oversight. Moreover, it has taken legal and administrative action against more than 5400 establishments during the first half of this year for labour violations in the United Arab Emirates (UAE). 

Key Labour Violations in the UAE Identified

The Ministry of Human Resources and Emiratisation (MoHRE) has identified the following violations:

  • Unpaid wages to employees.
  • Involvement in ‘Fake Emiratisation’ schemes.
  • Operating outside licensed activities.
  • Registering workers without genuine employment contracts.

The ministry has referred a few cases to the Public Prosecution, which highlights the seriousness of these breaches. 

Large-Scale Inspections

The ministry announced that its teams performed around 285,000 inspection visits across the country between January 2025 and June 2025. Moreover, these visits are combined with the digital monitoring systems that allow authorities to find irregularities and track the compliance status of each registered establishment. 

The use of the advanced digital tools highlights the dedication of the MoHRE to ensuring a clear and competitive labour market. Thus, this step is aligned with the best practices of the world. 

The MoHRE issued fines worth more than Dh 34 million in June 2025 alone. In addition, the authority has suspended the issuance of New York permits for companies found guilty of operating outside their licensed activities or engaging in fraudulent employment practices.

Strengthening Labour Market Competitiveness

The spokesperson of the MoHRE highlighted that the strict monitoring helps the authority to protect the rights of local workers in the nation. In addition, this system also increases the reputation of the UAE as a fair and competitive hub for business and talent. 

The ministry is moving towards to create a labour market that is efficient, sustainable, and balanced by solving unethical methods like unpaid wages and fake Emiratisation efforts. Moreover, it has also urged employers and businesses to comply with all labor regulations. Therefore, it reminds them that violations could lead to fines, legal consequences, and restrictions on operations.

Commitment to Fair Employment

The efforts of the ministry highlight the broader strategy of the UAE government to protect the welfare of workers. In addition, they encourage people about the genuine Emiratisation campaigns. Moreover, it ensures fair competition among businesses. 

The ministry has encouraged employers to maintain clear contracts and give fair wages. In addition, employees are asked to report any violations to report any violation that they face through the official channels of the MoHRE.
