The UAE Media Council has confirmed that the law prohibits generative artificial intelligence (AI) or similar technologies from depicting national symbols or public figures without prior approval. In short, the UAE ban on AI use for national symbols and public figures.
The reminder comes after a recent controversy where an AI-generated image featuring the founding father of the UAE, Sheikh Zayed Al Nahyan, was featured alongside a social media user. It immediately attracts public criticism. Moreover, many described this action as “distasteful” and a violation of respect for the values and heritage of the nation.
Ban on AI use: Media Violations and Penalties
According to the Council, the misuse of AI to spread misinformation, hate speech, defamation, or content undermining dignity and reputation falls under the Media Violations Regulation. Offenders might face administrative penalties and fines.
The authority has also requested content creators, media institutions, and social media users to follow the approved rules and uphold professional responsibilities. Moreover, strict adherence ensures the protection of cultural identity and supports the policy of the country for tolerance and coexistence.
Legal and Ethical Framework
The UAE has a transparent framework for protecting its values in the digital era. Below are the examples of those laws:
- Article 1(17) of the Federal Decree Concerning Media Regulation requires media platforms to respect national symbols, heritage, and identity.
- The Charter for Responsible and Ethical Use of AI, which was introduced in June 2024. However, it emphasizes ethical AI deployment in line with social values.
Both measures highlight the dedication of the UAE to ensure technology enhances its national integrity, instead of undermining it.
AI for Media Regulation
The UAE Media Council joined hands with Presight, a global AI-powered big data company, in May 2025. However, the partnership was formed to launch a regulatory platform. Moreover, the system will analyze and validate media content before it reaches to public. Hence, it ensures compliance with the law and standards of the UAE.
The Council stated that the platform is going to centralize data across the media ecosystem. Therefore, it offers advanced tools for real-time analysis, filtering, and decision-making. In short, it makes analyzing social media content easier.
