According to Mohammed Abdullah Lengawi, Director-General of the Dubai Civil Aviation Authority (DCAA), Dubai is taking a big step in smart mobility as the emirate aims to cover 70 percent of the emirate with drone delivery service. Moreover, this announcement is a new milestone in the journey of the city towards becoming a global hub for urban air mobility.
Phase Two of the Drone Delivery Programme is scheduled to launch before the Dubai Airshow 2025, which will expand operations beyond its initial test zones. Moreover, the project is part of the Dubai Programme to allow drone transportation. However, it was first introduced in 2021 to regulate, test, and commercialize drone-based logistics.
From Pilot to Progress: Dubai Silicon Oasis Success
Phase one of this project was launched in December last year. However, it began with the commercial drone deliveries in Dubai Silicon Oasis (DSO) using Keeta Drone technology, a subsidiary of China’s Meituan. Currently, six drones operate across 4 routes to connect key routes, like Rochester Institute of Technology (RIT-Dubai) and Dubai Digital Park. However, they deliver food, medicine, and important items.
Before launch, extensive testing of 18 months of safety trials was done to ensure the reliability and security of the system. Hence, Lengawi highlighted that the system is completely safe and secured with continuous coordination between DCAA and Keeta Drone for infrastructure and data compliance.
Phase Two of Drone Delivery Service Launch Before Dubai Airshow
Lengawi revealed in the surprise announcement that phase 2 will debut before the Dubai Airshow 2025. However, the detailed expansion plans are under wraps. Still, he said, “The framework is completely established. We are now in the phase of experimentation and testing, and once consolidated, Dubai will get an outstanding ecosystem for Urban air mobility.”
Preparing for the Air Taxi Era
Besides the drone delivery, Dubai is also getting ready for air taxi services in 2026, powered by eVOL (electric vertical take-off and landing) aircraft. Moreover, these innovations are part of the broader vision to lead in sustainable, tech-driven transport solutions. Hence, it reduces congestion and improves emergency response time.
Dubai continues to position itself as a leader in the next-generation mobility because drone logistics and air taxis are on the horizon. So, the emirate merges technology, safety, and sustainability to reshape how goods and people move across the emirate.
