Getting a driving licence in Dubai in 2026

Ask anyone who has lived in Dubai for a while, and they’ll have a driving licence story. The friend who passed first time. The colleague on their fifth road test. The cousin who drove for ten years back home and still had to start from scratch.

The truth is, getting a driving licence in Dubai is very doable, but the right route, cost and effort depend almost entirely on one thing: what licence you already hold. Pick the right path, and you could save thousands of dirhams and weeks of classes.

This guide walks you through the three main routes, the real costs in 2026, the step-by-step process with the Roads and Transport Authority (RTA), and the mistakes that cause most people to fail.

Quick answer: There are three ways to get a driving licence in Dubai. If your licence is from an approved country (such as GCC countries, the UK, the US and many European countries), you can exchange it without tests for around AED 1,000 to AED 1,100. If you hold a valid licence from a country not on the list (such as India, Pakistan or the Philippines), RTA’s Golden Chance lets you skip lessons and take the tests once, for around AED 2,200. Everyone else follows the full course at an RTA-approved driving school, typically AED 4,500 to AED 7,500 or more in total.

Which Route Is Right for You?

You can check which route you qualify for on the RTA website using your Emirates ID, under the service for applying for a new driving licence based on exchanging licences.

Who Can Get a Driving Licence in Dubai?

  • Age: for a light vehicle (car), you can usually open a traffic file from 17 and a half, with the licence issued from 18 under current RTA practice. The UAE’s newer federal traffic law allows car licences from 17, so check RTA for the latest position if you’re under 18.
  • Residency: you need a UAE residence visa and a valid Emirates ID.
  • Eye test: from an RTA-approved optician.
  • Other categories: motorcycles from 17, heavy vehicles from 20 and buses from 21.

Route 1: Exchange Your Foreign Licence

If you hold a valid licence from one of the countries on the UAE’s exchange list, you’re in luck. You can convert it directly, with no classes and no tests. The list includes GCC countries, the UK, the US, Canada, Australia, and many European and Asian countries. The licence must usually be from the country of your nationality, so check the details for your case.

  1. Get an eye test at an RTA-approved optician.
  2. Apply through the RTA website, app or a customer happiness centre with your Emirates ID, passport with visa and original foreign licence.
  3. Provide a legal translation if your licence isn’t in English or Arabic.
  4. Pay the fees, around AED 1,000 to AED 1,100 in total in Dubai.
  5. Receive your UAE licence, often issued digitally straight away.

Route 2: RTA Golden Chance (One Attempt)

This is the route many South Asian and Filipino residents don’t know about, and it can save thousands. The Golden Chance lets residents who hold a valid licence from a country not on the exchange list skip the mandatory lessons and go straight to the knowledge (theory) test and the road test.

The catch: you get one attempt at each test. If you fail, you move to the standard course. The total cost is usually around AED 2,200, depending on the driving institute, which is roughly a third of the full course.

Should you take the Golden Chance? If you’ve been driving confidently for years, yes, it’s worth it. But don’t walk in cold. Many institutes offer a few optional paid lessons to get used to Dubai roads, roundabouts and RTA test expectations. Spending a little on practice is far cheaper than failing and paying for the full course.

Route 3: The Full Driving Course

If you’ve never driven, or your Golden Chance didn’t work out, this is your route. Here’s how it works in Dubai:

  1. Choose an RTA-approved driving institute and open a traffic file.
  2. Take an eye test at an approved optician.
  3. Attend theory lectures on traffic rules, road signs and safe driving.
  4. Pass the RTA knowledge (theory) test. The RTA app and driving schools offer practice tests.
  5. Complete your practical lessons. The number of hours depends on your experience, with beginners needing the most.
  6. Pass the internal assessments at your driving school, including parking and yard skills.
  7. Pass the RTA road test with an official examiner.
  8. Pay the licence fee and collect your licence.

Most beginners take somewhere between one and three months, depending on lesson availability and how quickly they pass each stage.

How to Choose a Good Driving School

Your driving school affects your cost, your schedule and, honestly, how likely you are to pass. Before you sign up, compare a few RTA-approved institutes on:

  • Package price and what’s included. Ask whether test fees, extra lessons and the learner’s permit are included or charged separately.
  • Lesson availability. A cheap package doesn’t help if you can’t book lessons for weeks.
  • Location and timings. Choose a branch close to home or work, with evening or weekend slots if you need them.
  • Instructor options. Many schools offer female instructors, and some offer lessons in several languages.
  • Reviews from recent students. Ask friends and colleagues who passed recently about their experience.

Dubai Driving Licence Costs in 2026

The total has two parts: RTA government fees and your driving school package. RTA fees are fairly fixed, while school packages vary a lot.

RTA feeCost (AED)
Opening a traffic file200
Learner’s permit (light vehicle)100
Driver’s manual50
Eye test (at an approved optician)About 140 to 180
Each test appointment (knowledge, yard or road)About 220 (including the Knowledge and Innovation fee)
Licence issuance (under 21)100
Licence issuance (21 and over)300

RTA fees for a first-time pass usually total around AED 1,000. The driving school package makes up the rest, which is why the full course usually lands between AED 4,500 and AED 7,500, and more if you need retests or extra lessons. Every failed road test means another test fee, plus extra mandatory lessons in many cases.

Why People Fail the Road Test (and How to Avoid It)

Examiners in Dubai are strict, and many experienced drivers fail on habits they didn’t know were wrong. The most common reasons include:

  1. Not checking mirrors and blind spots clearly enough. Make your checks obvious.
  2. Rolling stops. Stop completely at stop lines and give way properly.
  3. Lane discipline at roundabouts. Learn which lane to use for each exit.
  4. Speed control. Driving too slowly can fail you, just like speeding.
  5. Indicator mistakes. Signal early, every time, and cancel it after.
  6. Nerves. Book a final practice lesson just before the test, and get a good night’s sleep.

Living Outside Dubai?

This guide focuses on Dubai, but the process is similar across the UAE. In Abu Dhabi, licences are handled through Abu Dhabi Police and the TAMM platform. In Sharjah and the Northern Emirates, services run through the local police and the Ministry of Interior. Fees, training hours and fast-track options can differ between emirates, and your licence is generally issued by the emirate where your visa was issued. Check your local traffic authority before you choose a driving school.

Documents Checklist

  • Valid Emirates ID and passport copy with residence visa
  • Eye test result from an approved optician
  • Your original foreign driving licence (for exchange or Golden Chance)
  • Legal translation of your licence, if it’s not in English or Arabic
  • A no-objection letter from your employer, if your driving school or authority asks for one

Keep digital copies on your phone. It saves repeat trips to the centre.

Renewing Your Dubai Driving Licence

Your first licence is usually valid for one year if you’re under 21, or two years if you’re 21 or older. Expat renewals are typically valid for five years after that.

Renewal is quick and mostly online through the RTA website or app, or at self-service machines. You’ll need your Emirates ID and an eye test, and you must clear any outstanding traffic fines before you can renew. Don’t let it lapse: driving on an expired licence can lead to fines and complications with insurance.

After You Get Your Licence

Congratulations, you’re on the road. A few things to sort out straight away:

  • Insurance: make sure any car you drive is properly insured, and understand the difference between third-party and comprehensive cover.
  • Tolls: if you’ll drive in Dubai, get a Salik tag and keep it topped up.
  • Fines and black points: check your record regularly and pay fines early to get discounts where available.
  • Weather: UAE roads change fast in the rain. Brush up on driving safely in the rain before your first wet-weather drive.

Pick Your Route, Then Prepare Properly

The biggest money-saver in Dubai isn’t a cheap driving school. It’s choosing the right route from day one. Check whether you can exchange your licence, take the Golden Chance seriously if you qualify, and if you’re starting from scratch, practise until the RTA examiner’s checklist feels natural. Pass once, and you’ll never have to think about it again, apart from renewal day.
